Director of Estates and Facilities
Trevor Wills is the University of Plymouth’s Director of Estates and Facilities, a role in which he is responsible for the programme of capital developments and improvements through to various facilities management services. As well as leading on the creation and implementation of a new Estate Strategy for the University, other services within his portfolio include building and engineering maintenance, space management, environment and sustainability. Trevor is a chartered surveyor who previously undertook this role at a university in central London and, prior to that, he was Director of Estates and Facilities in the healthcare sector.
Head of Building and Engineering
Chris Piper is the University of Plymouth’s Head of Building and Engineering, working in the Estates and Facilities directorate. In this role, he is responsible for the maintenance, upkeep and safe provision of buildings and engineering assets across the University’s estate. Chris has previously held similar roles in the defence, mining and railway sectors.
Chris is a chartered engineer who holds a master’s degree from the University of Bristol and is a member of the Chartered Institution of Building Service Engineers.
Head of Facilities & Student Accommodation
Lucy Black is the University of Plymouth’s Head of Facilities & Student Accommodation, working in the Estates and Facilities directorate. She is responsible for the provision of wide-ranging services to ensure the efficient operation of University’s buildings, including cleaning, security, access control, portering, post and waste management and for student residential accommodation. Lucy has previously held similar roles in university, local authority, NHS and charity sectors.

Head of Space & Property Management
Joe Jones is the University of Plymouth’s Head of Space & Property Management working in the Estates & Facilities Directorate.
In this role he is responsible for managing the allocation of spatial resources across the University estate, evaluating space use and strategic planning for additional space requirements.
He is also responsible for the University’s property portfolio managing tenant and landlord activities and overseeing legal processes involved with property transactions.
Previously Joe held a Senior Management role in a large FE provider managing Campus Operations across a multi-site portfolio for several years, and spent his early career in management of a range of hospitality and leisure businesses.
Joe studied International Hospitality Management at Bournemouth University and is working towards membership of the Royal Institute of Chartered Surveyors.
