Biography

Biography

Dr Giulio Calcara is a Lecturer in Law at the University of Plymouth, whose research mainly focuses on transnational criminal law, human rights, international police cooperation, INTERPOL, and policing outer space. He has presented his research at various academic and governmental conferences, published several peer-reviewed articles and acted as reviewer and peer reviewer for academic journals of major publishing houses such as Brill, Oxford University Press, Routledge, Sage, Springer, and Wiley-Blackwell.

Dr Calcara has served as an expert on international police cooperation and human rights on multiple occasions. For instance, at the request of the Trans European Policy Studies Association, he reviewed a report commissioned by the European Parliament regarding the activities of INTERPOL and their impact on human rights, and he was asked to provide his expert opinion on the legal value of an INTERPOL red notice for the Canadian Judicial system at the request of the immigration law firm Green and Spiegel LLP in Toronto. Additionally, he has given interviews on human rights and international police cooperation for international media, such as the Wall Street Journal and the ABC (Australian Broadcasting Corporation). 

Dr Calcara's publications on INTERPOL are highly influential and have been cited and quoted in numerous academic works, as well as international and governmental reports. One of his publications was even quoted by the United States Court of Appeals for the Second Circuit in the pivotal case El Omari v. International Criminal Police Organization (2022).
